    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) Hamilton R. Horsey, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Chief of Staff, G-2, 26th Division, during the St. Mihiel and Meuse-Argonne offensives, Colonel Horsey, by his complete grasp and knowledge of his duties, and by his unfailing devotion to duty, and by his untiring energy, kept Division Headquarters at all times accurately and promptly informed as to the location of our own front lines and enemy troops, thus assisting materially in bringing the operations of the Division to a successful conclusion.
