    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel Charles C. Homan, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant to the Director, Motor Transport Corps, American Expeditionary Forces, Lieutenant Colonel Homan was charged with the assignment and distribution of motor transport to Division, Corps, and Army troops, the general supervision of motor transport within the zone of the Services of Supply, maintaining therein the difficult task of a balanced and efficient motor transport service. In these positions of grave responsibility he displayed unusual administrative and executive ability, high technical skill, and unremitting attention to duty, thus contributing markedly to the successful accomplishments of the American Expeditionary Forces.
