The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Stuart Heintzelman, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. General Heintzelman organized the Headquarters of the 4th Army Corps and later, as Chief of Staff of this Corps, directed with great success the Staff of this organization prior to and during the St. Mihiel offensive. As Chief of Staff of the 2d Army, he had a prominent part in organizing it as a fighting unit. His tact, energy, and military ability were important elements in the success of this command.
