    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Richard H. Harte, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. From May 1917 until May 1919, as Director of Professional Services and later as Commanding Officer, Base Hospital No. 10, Surgical Consultant, American Expeditionary Forces, Member of the Interallied Medical and Surgical Conference, and one of the pioneer instructors in the principles of battle surgery, by his high professional attainments, keen foresight, and untiring energy, Colonel Harte solved successfully many problems which confronted him, rendering services of the greatest value to the American Expeditionary Forces.
