The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Field Artillery) Harrison Hall, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in organizing and assisting in the conduct of training camps in the United States. Later, as Chief of Staff of the American Embarkation Center at Le Mans and as Chief of Staff of the 1st Replacement Depot at St. Aignan, he assisted in the organization of a system of evacuation which insured a very satisfactory flow of personnel to ports of embarkation. In these capacities he displayed exceptional efficiency.
