    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Field Artillery) Edmund Louis Gruber, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Gruber displayed exceptional ability in planning the organization of Field Artillery Brigade Fire Centers; in April 1918, he established such a center at Fort Sill, and during the remainder of the war displayed rare judgment and high professional attainments in the administration of this center.
