    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Air Service) Robert Glendinning, United States Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Classification Officer for the Air Service in the Casual Officers’ Depot, Glois, France, through his untiring energy and sound judgment Lieutenant Colonel Glendinning developed an efficient system of classification, which was of great assistance to the American air forces. Later, as a representative of the Air Service, American Expeditionary Forces in Italy, he was charged with many and intricate negotiations with the Italian Government, which he conducted with rare intelligence, sound judgment, and successful results.
