Pelham Glassford graduated from the U.S. Military Academy at West Point, Class of 19004. He retired as a U.S. Army Brigadier General. From 1931 – 1932 he served as Superintendent of the Washington, D.C. Metropolitan Police and later (1936) served as Chief of Police in Phoenix, Arizona.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Pelham Davis Glassford, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. General Glassford served creditably at the Saumur Artillery School, at the First Corps Artillery School, and as Commander of a regiment of field artillery during the Chateau-Thierry campaign. Subsequently, upon being promoted to the grade of Brigadier General, he displayed high military attainments and unceasing energy as Commander of the 51st Field Artillery Brigade, 26th Division, rendering invaluable services to the American Expeditionary Forces.
