The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Mr. Harry A. Garfield, a United States Civilian, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. During the progress of the war, by his conduct of the Fuel Administration, Mr. Garfield stimulated the production, conserved the use, and supervised the distribution of those supplies of fuel necessary for the support and transportation of the Armies of the Untied States, the maintenance of industry, the production of war supplies, and the health and well-being of the civil population upon which the successful prosecution of military activities depended.
