    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) John J. Fulmer, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Director of Infantry Specialists’ School at Langres, France, Lieutenant Colonel Fulmer achieved a notable success in the efficient training of thousands of officers. He also rendered invaluable service while a member of the training section of the General Staff by establishing uniform and effective methods of instruction in musketry training throughout the American Expeditionary Forces.
