    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Ordnance Corps) Oscar H. Fogg, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as Engineer in charge of the organization, establishment, and performance of the American Ordnance Repair Arsenal in France. In this great undertaking Lieutenant Colonel Fogg displayed exceptional zeal, keen foresight, and sound judgment, and by his undaunted perseverance he established these extensive and highly important repair facilities, thereby rendering services of inestimable value, contributing materially to the success of the American Expeditionary Forces in Europe.
