The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Coast Artillery Corps) Halsey Dunwoody, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of Supply and Assistant Chief of Air Service, by his energy, tact, and executive ability, Colonel Dunwoody built up an efficient Supply Service, capable of meeting the program for material, airplanes, motors, and equipment. He established and maintained excellent relations with the allied military authorities. His service was marked by exceptional administrative ability, comprehensive knowledge of the needs and conditions of the service, and whole-hearted devotion to his important tasks.
