Dunlap, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Colonel Dunlap distinguished himself by gallantry in action while serving with the 109th Infantry, American Expeditionary Forces, in action in front of the Bois Diable and at the Chateau Diable, France, 10 August 1918, in making personal reconnaissances under fire.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) William R. Dunlap, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Promoted in turn to Captain, Major, Lieutenant Colonel, and Colonel, while serving with the Infantry regiments of the 28th Division, Colonel Dunlap displayed unusual administrative, executive, and organizing ability and sound judgment. His brilliant leadership of his battalion in action against the enemy and later, that of the regiment, testified to the unusual skill and soldierly qualities of this officer. Colonel Dunlap’s services contributed in a marked degree to the successful operations of the 28th Division and the American forces in France.
