    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Corps of Engineers) Francis E. Drake, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Lieutenant Colonel Drake served as Chief of Control Bureau, Office of General Purchasing Agent, American Expeditionary Forces. Through his office, for the purpose of coordination and approval, passed all the purchases of the American Expeditionary Forces in France, and due to his highly efficient organization in connection with the supply procurement work, close and harmonious relations were sustained at all times with the French Government. His unusual tact, marked ability, and great energy in a position of great responsibility were of incalculable benefit to the Supply Service of the American Expeditionary Forces.
