    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Thomas Quinton Donaldson, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Inspector General of the Services of Supply, by his energy, sound judgment, and able management General Donaldson organized and brought to a state of marked efficiency the Inspector General’s Department in the Services of Supply. He proved a most potent factor in raising the standard of discipline throughout the command, rendering services of conspicuous worth.
