The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Corps of Engineers) Theodore Harwood Dillon, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as Assistant Chief Engineer, 1st Army, a position of great responsibility. During the St. Mihiel and Meuse-Argonne operations Colonel Dillon administered the first engineer troops and the organization plans, and field work of the engineer plans, operations and information section and other engineer enterprises conducted in the 1st Army. By his energy and keen application he rendered services of much worth.
