The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Field Artillery) Clarence Deems, Jr., United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Deems served creditably as Commanding Officer of the 321st Field Artillery, 82d Division, giving proof of conspicuous military attainments. Through his tireless energy and technological skill as an artillerist his regiment gave most effective assistance to the Infantry which it supported, and at all times furnished whole-hearted cooperation to the Infantry in the operations against the enemy.
