The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Medical Corps) Joseph R. Culkin, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, when in charge of Camp Hospital No. 1, at Camp Upton, New York, during the serious epidemic of influenza at this camp in September and October 1918. Due to his great energy and good will and unwillingness to meet defeat in any form, remarkable results were obtained at this hospital.
