    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Quartermaster Corps) Owen Glenn Collins, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Under his administration the supply of troops, care of property, and the operation of the Quartermaster Depot at Gievres showed an excellent degree of efficiency. The great improvement and development of the organization of this important depot under his direction was largely due to his administrative ability and untiring zeal.
