The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Colonel (Corps of Engineers) Thomas C. Clark, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, at Baulny, France, on 29 September 1918. Colonel Clark admirably established and constructed a line of resistance which he held for several days, during which time two counterattacks were repelled and severe losses inflicted upon the enemy. Later he commanded and held an advance line for two days, repelling two determined counterattacks.
