The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to First Lieutenant Lindley H. P. Chapin, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As the representative of G-4, of the American Expeditionary Forces at the D.G.C.R.A., First Lieutenant Chapin displayed marked ability and devotion to duty in a position of great responsibility. He handled with tact and sound judgment the involved and delicate questions continually arising in connection with our relationship with the allied armies, and rendered service of great value to the Government.
