The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (General Staff) Fred E. Buchan, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant, G-3, 2d Army Corps, and later as G-3 of that organization, Colonel Buchan displayed military talent of a high order in the training of the organizations of the corps for battle. During operations which broke the Hindenburg line, between Cambrai and St. Quentin, he assisted in the planning and execution of operations of great moment with exceptional ability and tireless energy, and contributed to a high degree to the successes of the operation.
