The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel Edward J. Boughton, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Lieutenant Colonel Boughton served with distinction as Head of the International Law Division in the Office of the Judge Advocate, American Expeditionary Forces. Through his extensive knowledge of international law and diplomatic ability, he was of the utmost assistance in handling many delicate questions involving relations between the American and allied armies.
