The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Mr. Elmer Jared Bliss, a United States Civilian, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. The formulation and methods adopted which gave to the U.S. Army unexcelled methods of shoe procurement and distribution were brought about largely through Mr. Bliss’ efforts. As a result of the operation of these methods the efficiency and comfort of the marching soldier were greatly increased.
