    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Corps of Engineers) Edward Goring Bliss, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Executive Officer in the Office of the Director General of Transportation, American Expeditionary Forces, Lieutenant Colonel Bliss was charged with the responsibility for the organization of the personnel and the administration of the Transportation Corps. His sound judgment, high administrative and executive ability, untiring energy and devotion to duty constituted highly important assets of the Transportation Corps and contributed materially to the success of that organization during its services with the American Expeditionary Forces.
