    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Frank C. Baker, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of Evacuation Hospital No. 6, at Chateau-Thierry, from June to August 1918, Colonel Baker so promptly arranged his hospital under most difficult conditions and with great resourcefulness and good judgment made such use of the inadequate means at his disposal that he was able to receive and evacuate after splendid treatment and in perfect order a large number of wounded from the Marne offensive at a time when that section of France was greatly demoralized.
