The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Charles Justin Bailey, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. General Bailey commanded the 81st Division with distinction throughout its operations, beginning 1 October 1918. The excellent conduct of this division was due, in a large measure, to his great military knowledge, energy, and zeal. He has shown qualities of able leadership and has rendered services of great value to the American Expeditionary Forces.
