The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Cavalry) Frank Spear Armstrong, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. With painstaking efforts Colonel Armstrong reorganized and placed the Remount Service upon an efficient basis, overcoming innumerable difficulties and finding ways and means of supplying combatant divisions with animals when the sources of supply were very limited. In this great task he showed qualities meriting the highest praise.
