    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) Robert H. Allen, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commander of the 356th Infantry Regiment during the Argonne-Meuse offensive, colonel Allen proved himself a skillful tactician. Resourceful and energetic, he was at all times equal to any emergency which arose, showing qualities of rare leadership. Subsequently during the march into Germany and the occupation of the enemy territory his administrative ability was reflected in the high standard of excellence consistently maintained by his regiment, rendering services of signal worth.
