Allen, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Colonel Allen distinguished himself by gallantry in action while serving with the 108th Engineer Regiment, 33d Division, American Expeditionary Forces, in action during the operations on the Meuse River, France, 26 September to 20 October 1918, in personally supervising the work of his men under heavy shell fire.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Corps of Engineers) Henry A. Allen, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Allen served with distinction as Commanding Officer of the 108th Engineers and as Engineer Officer of the 33d Division. By his technical skill and untiring energy in supervising the construction of bridges across the Meuse River he proved himself an important factor in the successes gained by our troops in their operations along the right bank of that stream during the Meuse-Argonne offensive.
