The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) Charles C. Allen, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As G-2 of the 33d Division from August 1917 to June 1918, and from September to November 1918, Lieutenant Colonel Allen displayed sound judgment and exceptional ability in the organization of that section of the division staff. By his tireless energy, military attainments, and unceasing devotion to duty, he contributed greatly to the successes of the division during the Meuse-Argonne offensive and the operations in the Woevre Valley from September to November 1918.
