The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Vice Admiral Henry Braid Wilson, United States Navy, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, while stationed at Brest, in the capacity of Commander of the United States Naval Forces in France, where he showed a keen appreciation of the necessity for the closest cooperation between the military and naval services. Vice Admiral Wilson’s valuable cooperation has to a great extent made possible the prompt functioning of the Port of Brest.
