The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Admiral William Sowden Sims, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Commander of the U.S. Naval Forces in European Waters during World War I, in connection with the organization and operation of the U.S. Naval Forces in European Waters in the conduct of war operation.
