The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Army Distinguished Service Medal to Major General Sanderford Jarman (ASN: 0-2347), United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility. As Commanding General, Panama Coast Artillery Command, from 1 November 1939 to 2 August 1941, General Jarman demonstrated exceptional energy and ability by his reorganization and rehabilitation of the Harbor Defense and Anti-Aircraft Artillery defenses of the Panama Canal. He organized the Panama Coast Artillery Command, accomplished expeditiously and with marked economy a unique jungle housing project for numerous remote batteries and maintained this large command, under war conditions of alert, at a degree of combat efficiency and of high morale that was most notable.

Navy Distinguished Service Medal
The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Major General Sanderford Jarman (ASN: 0-2347), United States Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States during the period from April 1944 to May 1945, in connection with the operations for the capture and occupation of Saipan, Mariana Islands. Assigned for duty as the Island Commander, he worked tirelessly and unceasingly in the advance planning for the operations. During the assault phase which resulted in the capture of Saipan by United States forces, Major General Jarman served for a time as the Commanding General of an Infantry Division. On 10 August 1944, when the occupation had been completed, he assumed his duties as Island Commander and immediately commenced developing base facilities for operation of our long range bomber planes against the heart of the Japanese Empire. His skillful execution of the tasks confronting him resulted in the establishment of one of our most important bases in the Western Pacific, a base from which our planes have ranged far and wide in devastating strikes against the enemy. By his complete understanding of the task, and by his keen judgment and foresight, he contributed greatly to the successful prosecution of the war in the Pacific, and his conduct throughout was in keeping with the highest traditions of the United States Military Service.

From 14 September to 26 November 1918, as G-3, and later Chief of Staff of the Commanding General, American Railway Artillery Reserve, with the 1st and 2d American Armies during the Meuse-Argonne offensive and the offensive planned to be launched by the 2d American Army on 11 November 1918, Lieutenant Colonel Jarman displayed the highest qualities as an organizer, and by his untiring energy and zeal, good judgment, and general excellence, as well as great technical ability, contributed largely to the success of the command.
