The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Stephen Victor Graham, United States Navy, for exceptionally meritorious service in a duty of great responsibility Commanding Officer of the U.S.A.T. FINLAND when that vessel was torpedoed by an enemy submarine on 28 October 1917. Through the coolness, nerve, and excellent seamanship of Captain Graham the ship, although badly damaged, was brought safely into port.
