The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Commander (Retired) Simon Peter Fullinwider, United States Navy, for exceptionally meritorious service in a duty of great responsibility in the development of plans and material for the North Sea mine barrage, which is recognized as being largely responsible for the collapse of the German submarine campaign in World War I, and thus for the successful termination of the war.
