The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Lyman A. Cotten, United States Navy, for exceptionally meritorious service in a duty of great responsibility in constructing, organizing and operating the Naval Base at Plymouth, England. Under Captain Cotton’s direction 48 sub chasers operated efficiently in the English Channel against enemy submarines.
