The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Washington Lee Capps, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Senior Member of the Compensation Board during the War, charged with the many difficult and complicated financial questions involved in the contracts for ships of the Navy on a cost-plus basis, and the provision of plants for their building, during the War. Rear Admiral Capps exhibited great zeal and assiduity in guarding the interests of the Navy. Also for duty as Member of the General Munitions Board and as General Manager of the U.S. Emergency Fleet Corporation.
