The President of the United States of America takes pride in presenting the Navy Distinguished Service Medal (Posthumously) to Captain Roscoe Carlyle Bulmer, United States Navy, for exceptionally meritorious service in the line of his profession as Commanding Officer of the U.S.S. BLACK HAWK, flagship and repair ship of the mine force engaged in the laying of the North Sea mine barrage; and later as Commander Minesweeping Detachment engaged in the difficult and hazardous operation of sweeping for and removing mines of this barrage under exceptionally difficult conditions. Especially for his work in rescuing and bringing into port the U.S.S. PELICAN, which had been seriously damaged by a mine explosion and was barely able to keep afloat with the assistance of two other pumping vessels.
