    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Horace Potts Hobbs, United States Army, for extraordinary heroism while serving with 17th Infantry, in action at Pala’s Cotta, Island of Jolo, Philippine Islands, 5 May 1905. With his company (provisional company, 17th Infantry), Lieutenant Hobbs held his command in a position under heavy hostile fire at a range of from 10 to 100 yards from a strong enemy position for more than four hours and gained valuable information as to the enemy’s position by fearlessly exposing himself in climbing a tree to make observations.

Hobbs, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Colonel Hobbs distinguished himself by gallantry in action while serving with the 101st Infantry Regiment, 26th Division, American Expeditionary Forces, in action near Beaumont, France, 9 – 10 November 1918, while directing the movements of his regiment under enemy fire.
