The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Colonel (Infantry), [then Major] William Franklin Harrell, United States Army, for extraordinary heroism in action while serving as Commanding Officer, 16th Infantry Regiment, 1st Division, American Expeditionary Forces, near Apremont, France, 4 October 1918. Colonel Harrell showed extraordinary coolness under fire in the battle of the Argonne. When one portion of his battalion was held up by machine-gun fire he went forward to the most advanced elements, reorganized them, and carried the objective, but was severely wounded while in the execution of his mission.
