The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star to Colonel (Infantry) Evan Elias Lewis, United States Army, for gallantry in action while serving with the 102d Infantry Regiment, 26th Division, American Expeditionary Forces. By his outstanding bravery, their fine spirit of self-sacrifice and his great devotion to duty during the operations of the Division north of Verdun, during the Meuse-Argonne offensive, from 18 October 1918, until the cessation of hostilities, he has won for himself this distinction. The gallant actions and dedicated devotion to duty demonstrated by Colonel Lewis, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
