The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Raymond C. Winters, United States Army, for extraordinary heroism in action while serving with Company G, 28th Infantry Regiment, 1st Division, American Expeditionary Forces, in the Meuse-Argonne Sector, France, 26 September 1918. When the advance of his company was held up by machine-gun fire from a strong enemy position, Lieutenant Winters led his platoon forward with utter disregard for his personal safety. He succeeded in flanking the enemy position with a squad of riflemen and an automatic rifle team, and by personally directing their fire silenced the enemy machine guns, and thereby assisted greatly in the capture of the position together with 80 prisoners.
