By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) Charles F. Williams, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 9th Machine Gun Battalion, 3d Division, American Expeditionary Forces, Lieutenant Williams demonstrated his bravery and ability to lead men throughout the Marne Campaign. He at all times showed a devotion to duty which drew the attention of all who came in contact with him. No task was too dangerous for this officer. From 15 July to 12 August 1918, Lieutenant Williams was constantly leading his men against the enemy.
