The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private James E. Wiley (ASN: 2338233), United States Army, for extraordinary heroism in action while serving with Company B, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, near Les Evaux, France, July 14 – 15, 1918. After being badly gassed, Private Wiley continued with his duties as runner, carrying messages through a heavy bombardment to and from the front line.

While serving as a Runner with Company B, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, after being badly gassed, Private Wiley continued to perform his duty and carry messages through heavy gas and shell barrage to the front line on the night of 14 – 15 July 1918, near Les Evaux.
