The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Corporal Floyd E. Waters (ASN: 41280), United States Army, for extraordinary heroism in action while serving with Headquarters Company, 9th Infantry Regiment, 2d Division, American Expeditionary Forces, near Villemontry, France, 10 November 1918. After participating in the action throughout the day, and, after seeing that his men had shelter for the night, Corporal Waters voluntarily exposed himself to care for the wounded who were lying out in the open.
