The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Second Lieutenant (Infantry) James Simmons Timothy, United States Army, for extraordinary heroism in action while serving with Army Infantry Reserve Corps, Sixth Regiment (Marines) (Attached), 2d Division, American Expeditionary Forces, in the operations of 1 – 14 June 1918, near Chateau-Thierry, France. Although weakened by gas poisoning, inflicted while serving with the French in Verdun sector, Second Lieutenant Timothy declined medical assistance and served with heroic fortitude with the marines. He inspired the officers and men with whom he was in action by his fearlessness and fortitude until instantly killed by a high-explosive shell.
