First Lieutenant Starkey distinguished himself by gallantry in action while serving with the 9th Infantry Regiment, 2d Division, American Expeditionary Forces, in action near Soissons, France, 18 July 1918, and by his brilliant leadership under fire.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Joseph Wheeler Starkey, United States Army, for extraordinary heroism in action while serving with 9th Infantry Regiment, 2d Division, American Expeditionary Forces, near Medeah Ferme, France, 8 October 1918. Wounded, but regardless of danger to himself, Lieutenant Starkey led his men through heavy machine-gun and artillery fire in an attack overwhelmingly successful, in which he received a second wound.
