The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) James Emmett Scanlon, United States Army, for extraordinary heroism in action while serving with Company H, 353d Infantry Regiment, 89th Division, American Expeditionary Forces, near Limey, France, 12 September 1918. Although wounded himself First Lieutenant Scanlon went to the rescue of another officer who had fallen in an exposed position. With marked bravery he passed through heavy enemy fire, and reaching the other officer, carried him to safety.
