By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Arthur V. Savage, United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 30th Infantry Regiment, 3d Division, American Expeditionary Forces, before daylight on the morning of 15 July 1918, the Germans were crossing the Marne in front of the sector assigned to his platoon at Mezy, France, In the darkness Lieutenant Savage charged a hostile machine gun which had been brought across the river to cover the crossing of the enemy.
